This nondescript apartment complex looks like hundreds of others in the seaside community of Santa Monica, CA. But for 16 years, it was home to America’s most notorious fugitive, Whitey Bulger. Boston journalist, Michele McPhee is convinced that the FBI was actually harboring Bulger during his years on the run and that his Santa Monica apartment amounted to little more than a “safe house.”
